US House bars limitating lithium-ion battery shipments on planes

The U.S. House of Representatives has passed a law that would bar the Obama administration from limiting shipments of lithium-ion batteries by air.
The proposed rule by the Pipeline and Hazardous Materials Safety Administration and the FAA would have eliminated exceptions for small lithium batteries, classifying them as "Class 9" hazardous cargo, and requiring a number of labeling and other safety regulations.
The House will have to reconcile its legislation with the Senate before President Obama can sign a unified joint bill, as Bloomberg noted.
There have been numerous incidents of batteries short-circuiting, and many of those have involved airplanes. (The last major battery incident involved Sony, in 2008; that recall then, however, did not cover airplanes.) The proposed rule noted that out of 21 and 44 incidents involving lithium batteries since 1991 involved passenger aircraft; of those, 16 involved carry-on luggage, and one involved checked baggage. Twenty-three incidents involved cargo aircraft, presumably in pallets of batteries being transported by air.

Samsung drops prices of 3D glasses to $50, packing in two pairs with TV purchase

Samsung announced an upcoming price drop for its current 3D glasses, which will complement its recently redesigned and streamlined active shutter glasses. The SSG-3100GB 3D glasses are now $129, but starting May 1 they will retail for $50 per pair. They don't need recharging and can run for up to 70 hours before the battery has to be replaced.
The $50 glasses aren't only a new low point in the cost of active shutter 3D glasses, but they're also the key to letting users enjoy their 3D HDTVs with no additional investment. Samsung will include two pairs of SSG-3100GB glasses with all of its 3D HDTVs for free.
This does not include the D7000 and higher LED TVs and D6500 and higher plasma TVs, which will continue to include the SSG-3100M 3D starter kit with which they were already bundled, which also includes the two pairs of glasses and a 3D Dreamworks movie.

Nvidia GeForce GTX 590 review

The months-long jockeying for position between AMD and Nvidia has led to this moment: Who has the faster flagship video card? Nvidia held the crown for a long while thanks to its powerful and polished GTX 580, still the best single-processor card on the market. But when AMD released its dual-GPU Radeon HD 6990 earlier this month, and it delivered blistering benchmark results along with a sky-high $699 list price and an ultra-noisy fan, it looked like AMD might own the top tier this generation. Now that Nvidia has released its own dual-GPU card, the Nvidia GeForce GTX 590 (also $699), we definitively know the answer: AMD just wins the performance crown. Nvidia's card has some solid reasons to recommend it—much better noise characteristics, it will fit in a (slightly) wider variety of cases—but for this much money you probably want the fastest card there is. And the GTX 590, in spite of its virtues, is not quite it.
The GTX 590 is, however, packed with power. You'd expect that from any two-GPU card in general—the last one Nvidia released was the GTX 295, in early 2009—and especially from one that essentially fuses two powerful GF110 GPUs (the kind used in the GTX 580). It sports a total of 1,024 CUDA processing cores, 128 texture units, 96 ROP units, and 32 tessellation engines for making the most of one of the most sought-after DirectX 11 (DX11) features. The card's graphics clock runs at 607 MHz, its processor clock at 1,215 MHz, and its memory clock at 3,414 MHz. It's loaded with 3,072MB of GDDR5 memory for the frame buffer, which operates over a 384-bit memory interface.

Nvidia GeForce GTX 590 dual-GPU video card released

Hot on the heels of AMD's recently released Radeon HD 6990, Nvidia introduced its own new flagship video card today, the GeForce GTX 590.
Nvidia's first dual-GPU video card since the GTX 295 in early 2009, the GTX 590 unites a pair of GF110 GPUs (the kind used in the GTX 580, the fastest single-GPU card on the market) on a single card. This means you get of 1,024 CUDA processing cores, 128 texture units, 96 ROP units, and 32 tessellation engines. The card's graphics clock runs at 607 MHz, its processor clock at 1,215 MHz, and its memory clock at 3,414 MHz. It's loaded with 3,072MB of GDDR5 memory for the frame buffer, which operates over a 384-bit memory interface.

Hands-on with the Sierra Overdrive Pro and booster dock

Sierra Wireless has a secret weapon in the hotspot wars: a booster dock for its new Sprint 4G Overdrive Pro mobile hotspot that can truly send its WiMAX reception and speeds into overdrive. Ensconced in the dock, 4G WiMAX reception jumps by 50 percent, a Sierra product demonstrator in the company's booth told me.
The $99.99 (minus $50 rebate) Overdrive Pro is better in every way than the Overdrive hotspot it replaced. It's smaller. It boots up faster. It has a bigger LCD screen to show status information. The back is a grippy, soft-touch plastic rather than the greasy, slick black plastic of the last model. It has easily accessible dual external antenna ports.
And it has that dock. The dock isn't very portable; it's about the side of an iPod dock. It's really made for your desk. Sprint is the only wireless carrier to offer truly unlimited 4G plans, so one of the aims may be for a docked Overdrive to double as an alternative to a home Internet connection.
Pop the Overdrive into the dock, and it can charge, tether to a PC as a modem, and gets that 50 percent signal boost. The dock will be available sometime in May, Sierra reps at the booth said. They weren't clear on the price.
The Overdrive Pro goes up against the new Novatel Wireless MiFi 4082, which I've been using at the show. The MiFi is smaller and classier-looking than the Overdrive; I suspect it will have slightly longer battery life, too, but that's without any real evidence. The MiFi's e-ink indicators don't give you nearly as much information as the Overdrive's LCD display, though, and it doesn't have the dock option.
We'll test both products as soon as we can get hold of them.

Soul by Ludacris headphones ship in May, pricing detailed

Signeo's Soul by Ludacris series headphones are slated for release this May, the company said Wednesday. There are five headphones in the series, three over-ear and two in-ear headphones with prices ranging from $300 for the high-end SL300 to $69 for the entry-level SL49.
The SL49 in-ear headphones are your average sub-$100 cans. Priced at $69, the SL49 offers high-definition quality audio and has a tangle-resistant cable. Also included are three extra ear tips: small, medium, and large for an ideal fit. For $99 the SL99 offer nearly identical features as the SL49s with the exception of the construction of the ear buds, which are bigger.
For those who prefer over-ear headphones, Signeo and Ludacris offer three different models. The SL100, which retail for $149, are the smallest of the over-ear headphones and come in two different colors, with red/black and blue/black tones. All are compatible with iPhone 4, 3GS, iPad, and iPods, and they include standard and iPhone detachable cords with an in-line remote. The detachable cords are compatible with most devices with 1/8 or 1/4 headphone jack. For an additional $50, the SL150 offers the same features as the SL100 but are bulkier with bigger ear cups and come in two-toned black/white and white/black.

HTC to offer Thunderbolt extended battery to double power

The HTC Thunderbolt has the fastest Internet speeds I've ever seen on a cell phone, but using the 4G LTE network really kills its battery life.
In our tests, I got eight hours of 3G talk time with the Thunderbolt, six hours of video playback time, and only 2.5 hours of LTE streaming. So what's an Internet fan to do?
HTC and Verizon will offer a very high-capacity extended battery, the companies told me. The 2750 mAh battery is nearly twice the capacity of the Thunderbolt's built-in 1400 mAh unit. The big battery will cost $49.99 and will be available very soon, said Pat Bucci, Verizon's director of accessory products.
The new battery makes the phone about an ounce heavier than its existing 6.5 ounces, and it comes with a new back that makes the phone deeper as well, Bucci said.
"We want customers who are power users, that are going to have the hotspot on all day, to just go," he said.

Apple's done a number of things to improve the speed and utility of its popular tablet device. The Apple iPad 2 features the faster A5 processor, two cameras, and a gyroscope. However, one of the more interesting iPad 2 innovations can be found outside the product: The new Smart Cover. It's also the source of the iPad 2's first entertaining parlor trick.
That cover, a mixture of leather (or polyurethane), microfiber and magnets snaps neatly onto the left side of the iPad 2 (there are no special notches on the iPad, the cover simply auto-aligns itself). The Smart Cover's second trick is to put the tablet to sleep when you lay it down on top of the screen. Upon closer examination, however, it becomes clear that the active part of the cover is only in the last quarter panel. In other words, the iPad 2 doesn't sleep until the last part of the cover touches the screen. This means that there's also some sort of electronic mechanism within the cover and the right side of the iPad 2.
