I think there should be an anti-fluffing rule of some sort i mean there are rules in place that deter a player from bashing someone significantly smaller or repeatedly why is there nothing in place to deter people from buying there way to the top.  A lot of good players avoid hitting someone who is all fluff and i just don’t think its right that people can so easily buy there way to the top when there are those out there making such better accounts and having nothing to show for it.  If nothing else may i suggest the option to decline some of your attack gains i.e. little better cars.  So that those capable of hitting someone can do so without worrying about fluffing their account.
